He is here making a distinction between genocide and ethnic
cleansing. In ethnic cleansing the main
goal is expelling the people, as is happening in the West Bank today. The IDF actions against Gaza, on the other
hand, cannot appropriately be called ethnic cleansing, as the people are
blockaded and not allowed to leave.
